Roberta Ivy Shaffer (born November 27, 1953) is an American librarian and attorney and is the former Director of the Law Library of Congress.

She served as the acting library director George Washington University Law Center in 1990.

From 1991 to 1999, she was the director of library services for Covington & Burling law firm.

She was the Dean of the Graduate School of Library and Information Science at the University of Texas at Austin from 1999 to 2001.
