Russell Rumbaugh is an American defense policy advisor and former military officer who had served as assistant secretary of the Navy (financial management and comptroller).
From 2005 to 2007, he served as an operations research analyst in the Office of the Secretary of Defense Program Analysis and Evaluation organization.
[4] From 2009 to 2011, he served as a defense and international affairs analyst for the United States Senate Committee on the Budget.
[5] In 2015, Rumbaugh returned to the Office of the Secretary of Defense, serving as a special assistant to the director of cost assessment and program evaluation.
[6] In March 2022, President Joe Biden nominated Rumbaugh to be the assistant secretary of the Navy (financial management and comptroller).
