From 1990 to 1998, he served in the border troops (according to media reports - at the Russian military base in Bambora, Gudauta region of Abkhazia).

From 2006 to 2012, he was head of a department in the Russian Presidential Administration for Interregional and Cultural Relations with Foreign Countries.

In March 2014, he was included in the Interdepartmental Commission for the preparation and holding of international interregional economic forums.
