In 2002, he graduated from the Far Eastern Academy of Public Administration [ru] with a degree in management.

Since September 2013, he was the Chairman of the Committee on Agrarian Policy and the Consumer Market.

In February 2016, Mikhailov had been the Acting Chairman of the Legislative Assembly of Zabaikalsky Krai.

On 27 September 2018, 35 members of the Legislative Assembly out of 48 who were present at the meeting voted to empower Mikhailov with the powers of a member of the Federation Council – a representative of the legislative body of state power of the Zabaikasky Krai.
