Otis Stanley Russ (August 31, 1930 – January 5, 2017) was an American politician who served in the Arkansas Senate from 1975 until 2001.
[2] Russ ran for the Arkansas Senate from the 21st district in 1974, in order to fill the vacancy caused by the expulsion of Guy H. Jones due to tax evasion.
He won in the general election later that month with 90% of the vote, defeating Republican candidate Chuck Fourth.
Russ ran for the United States House of Representatives in 1978 and 1984, but was unsuccessful, losing in the Democratic primary both times.
