[1] He earned a Bachelor of Science degree from Rensselaer Polytechnic Institute in the United States, followed by a Master of Science degree from the Massachusetts Institute of Technology and a PhD from the University of Maryland.
[3] After returning to Turkey, he joined the Middle East Technical University (METU) in Ankara.
During the 1976–1977 academic year, he was a visiting professor at Technical University of Darmstadt, Germany.
During his service term in UNESCO, he contributed to the establishment of the university system in Uganda.
From 1980 to 1982, he worked as a technical adviser for UNESCO, where he contributed to the development of the university system in Uganda.
