Thomas M. Moncure Jr.

From 1989 until 1991, Moncure was assistant counsel to the National Rifle Association of America before resuming his public service career.

[3] In 1981, Moncure defeated four-term Democratic delegate Lewis P. Fickett Jr., winning 54.5% of the vote.

[2] His successor was fellow Republican William J. Howell, now the Speaker of the Virginia House of Delegates.

In November 1991, Moncure was elected Clerk of Stafford County, and served until January 2002.

Beginning in 2002 Moncure served as senior counsel to Virginia Attorneys General Jerry Kilgore and Judith Jagdmann.
