Born in Johnson City, Tennessee, Miller received an Artium Baccalaureus degree from the University of Tennessee in 1930 and a Bachelor of Laws from Yale Law School in 1933.
He was in the United States Army Air Corps as a Major from 1942 to 1945.
[1] Miller was nominated by President Dwight D. Eisenhower on January 10, 1955, to the United States District Court for the Middle District of Tennessee, to a new seat created by 68 Stat.
His service terminated on July 13, 1970, due to his elevation to the Sixth Circuit.
