It contains the cities of Burlington, Delavan, Elkhorn, and Lake Geneva, and the villages of Clinton, Darien, East Troy, Genoa City, Paddock Lake, Sharon, Union Grove, Walworth, along with most of the village of Pleasant Prairie and part of the city of Kenosha.

Before his election as senator, he was a member of the State Assembly from 1991 to 2015.

The part of the district containing the northeast corner of Walworth County falls within Wisconsin's 5th congressional district, represented by Scott L.
