Born in November 1964, he graduated from Sariwon Agricultural University in the 1980s.
He joined the Department of Asia, Ministry of Foreign Affairs in 1986.
In 2011, he was promoted to deputy director of the Department of Asia, Ministry of Foreign Affairs, and he held this post until 2015.
He served as the Chinese Ambassador to Mongolia from August 2015 until December 2019, when he was succeeded by Chai Wenrui.
[1] President Xi Jinping appointed him Chinese ambassador to South Korea according to the decision of the Standing Committee of the National People's Congress in January 2020.
