He completed his primary and secondary education in Rize, graduating from Ankara University, Faculty of Political Sciences in 1994, and starting his professional career in the same year as a research assistant at Sivas Cumhuriyet University, Faculty of Economics and Administrative Sciences.

[2] After working at Tokat Gaziosmanpaşa University until 2009, he was appointed to the Faculty of Security Sciences of the Police Academy.

Tekin was inaugurated as the Undersecretary at the Ministry of National Education in 2013 and served as the chairman of the board of trustees of Kyrgyz-Turkish Manas University between 2015 and 2018.

Tekin, who returned to teaching after the position of undersecretary was abolished with the new government system, was appointed as a professor at Ankara Yıldırım Beyazıt University, Faculty of Political Sciences, Department of Political Science and Public Administration.

[3] On September 15, 2018 Tekin started his duty as the rector of Ankara Hacı Bayram Veli University.
