As the seventh child of hotel worker Cedric Laing [1] and former Senator Naomi Seymour,[2] he grew up on Grand Bahama.
Later, he was enrolled at the University of Western Ontario, Canada, graduating with a Bachelor of Art's Degree in Agro-economics.
[3] Laing went on to pursue graduate courses at George Washington University, concentrating on business administration.
As a public officer, he represented the Bahamas overseas on several occasions and pursued an in-service training award in Japan.
In 1993, he was appointed by the government as a member of the Consultative Committee on National Youth Development.
