The 1964–65 Liga Bet season saw Hapoel Kiryat Shmona, Beitar Kiryat Ono, Hapoel Kfar Shalem and Hapoel Rishon LeZion win their regional divisions and promoted to Liga Alef.
Hapoel Pardes Hanna withdrew from the league.
