[3] Prof. Ghuman held several notable academic positions: He served as a Professor[4] of Public Administration at Panjab University, Chandigarh for thirty eight years.

Ghuman is editor of many renowned research journals[5] and published 73 papers and 3 books.

[7] He is an internationally renowned researcher[8] and has recently received Paul H. Appleby award [9] for contribution in the field of public administration.

[10] Prof. Ghuman has taken a keen interest in overall development of university and carried out various initiatives such as improving research standards,[11] starting the new academic programmes and specialized centres,[12] MoU signing with foreign universities,[13] securing increased grants from Punjab government[14][15] and MHRD[16][17][18] besides curbing wasteful expenditure.

[22][23][24] Prof. Ghuman has been given an extension of three years [25] due to his excellent work and efficient handling of university affairs by Chancellor and Governor of Punjab.
