The CAC were founded in 1974 with a support base among the University of Luganda students and the urban poor, the partisans mostly being white, and acted inside the People's Movement for the Liberation of Angola (MPLA).

It opposed the MPLA government and what it called Soviet social-imperialism.

It also called for withdrawal of Cuban troops.
