Edgar U. Startt was born on April 1, 1919, in Locust Grove, Kent County, Maryland, to Mary A.

Startt was elected as sheriff of Cecil County in 1958, defeating incumbent Nathan Kaplan.

[5][6] Startt served as a member of the Maryland House of Delegates, representing Cecil County, from 1971 to 1974.
