Ellen Culver Potter (August 5, 1871 – February 9, 1958) was an American physician and public health official.
[4] Potter graduated from the Woman's Medical College of Pennsylvania in 1903,[5] and was an officer in the school's alumnae association.
She worked in the Philadelphia school system as a medical inspector, and in 1920 became head of the Division of Child Health for the state of Pennsylvania.
[3][8] Her department oversaw public childcare,[9] state hospitals, county jails,[10] and other institutions.
[3] She testified several times at Congressional hearings, on maternal health in 1921[16] and on medical staff shortages in 1941.
