Emilio Ulloa Pérez (born 31 May 1964) is a Mexican politician now affiliated to the Citizens' Movement (MC)[citation needed] who formerly belonged to the Party of the Democratic Revolution (PRD).

In the 2006 general election he was elected to the Chamber of Deputies to represent the State of Mexico's 29th district for the PRD during the 60th session of Congress.
