[1][2] Eugene Lim was born in 1983 and grew up in a middle-income family living in an HDB flat.

He completed his secondary education in Kuo Chuan Presbyterian Secondary School follow by his college education at Yishun Junior college where he represented his JC in Rugby and from 2005 attended the University of London, earning a degree in Business Administration and Management.

[8][9] From 2016 to 2021, he was a marketing and sales director at Oxley Holdings Limited, launching projects in Singapore, London, Malaysia, and Cambodia.

[14][15][16] In Dec 2023, The Assembly Place together with its JV partner TS group successfully won the Ministry of Health Holdings tender that will house more than 1700 foreign healthcare workers in Singapore.

Eugene is married to a career adviser at the National University of Singapore (NUS), and they have one son.
