Scott was educated in Elkton Academy and took a business course at Eastman's Commercial College in Poughkeepsie, New York.
[1][3] He also succeeded his father as director of the National Bank of Elkton and continued in that role until January 1, 1897.
[1] He served as a member of the Maryland House of Delegates, representing Cecil County in 1884.
[1] Scott was appointed by Governor Frank Brown as the World's Fair Commissioner for Maryland.
[1] Scott died on March 2, 1917, at his home on East Main Street in Elkton.
