It is known from the islands of Hokkaidō and Honshū in Japan and the Russian Far East.
The larvae feed on Fraxinus lanuginosa, Fraxinus mandshurica, Syringa amurensis, Syringa reticulata and Syringa vulgaris.
They mine the leaves of their host plant.
