Maengkom was born on 11 March 1907 at Tondano, Minahasa, then part of the Dutch East Indies.

[1]: 21  After the Proclamation of Indonesian Independence, he became a member of the Tamtomo Battalion in the Siliwangi Division from 1947 to 1949.

[1]: 21  He subsequently served as a District Court judge in the cities of Denpasar in Bali, Sukabumi and Cianjur in West Java, and Jakarta.

Subsequently from 1962 to 1966, Maengkom served as Indonesian ambassador to Poland.
