He then studied law under the direction of Robert Christy, and was admitted to the bar.
[2] Neal was elected to the Ohio House of Representatives for the 62nd and 63rd General Assemblies, (1876 to 1879).
[3] During the 63rd General Assembly, (1878 to 1879), the Democrats had the majority, and elected Neal as Speaker of the Ohio House of Representatives.
[4] Neal was a member of the court-house building commission in his county that led to erection of a new courthouse.
He was appointed during President Grover Cleveland's second term as United States consul to Liverpool, England.
