James Woodrow Kelly (December 24, 1913 – April 16, 1989) was a rear admiral in the United States Navy.

[4] Kelly was commissioned in the United States Naval Reserve on March 26, 1942.

Kelly was promoted to captain on November 1, 1956, and then to rear admiral on July 1, 1963.

Kelly was awarded the Navy Distinguished Service Medal at the time of his retirement in 1970.
