Masson is a former member of the Rally for the Republic (RPR) and Union for a Popular Movement (UMP).

A native of Metz, he is an alumnus of École Polytechnique (1966) and Mines ParisTech (1974).

He then worked as a public servant, notably as chief inspector of France's nuclear installations.

Since 2004, he has been a member of the administrative meeting of senators not appearing on the list of any group (RASNAG).
