Before being elected to the state legislature, Armstrong served on the Knox County Board of Commissioners from 1982 to 1988.
Armstrong graduated from the University of Tennessee in 1981 with a Bachelor of Science degree in Business Administration.
Armstrong was convicted of falsifying tax returns on 8 August 2016 and sentenced to three years probation.
[1][2][3] Armstrong asked that breath mints with packaging that satirized President Barack Obama be removed from the University of Tennessee bookstore, on the grounds that a state university not sell products defaming public officials.
