He served as the Deputy Chief of Mission at the American Embassy in Ghana from 1989 to 1992.
From 1994 to 1997, he served as the Deputy Chief of Mission at the American Embassy in Islamabad, Pakistan.
He was in charge of the team that created the American Embassy from the Coalition Provisional Authority in Iraq.
In July 2013, he was elected as the Chairman of the Board of Regents of the University of Hawaiʻi System.
