Fang was born in June 1951 in Hedong District of Linyi City, Shandong Province.
In 1983 he entered the newly founded National Seminary of Catholic Church in China, where he graduated in 1989.
In December 1989 he was consecrated as priest in Sacred Heart Cathedral, Jinan, capital of Shandong province.
In 2004 he was elected vice-president of the Bishops Conference Of Catholic Church in China (BCCCC).
On August 24, 2011, he was appointed as chairman of the board of the National Seminary of Catholic Church in China.
