He represented Victoria City in the Legislative Assembly of British Columbia from 1920 to 1933 as a Conservative.

He was born in Bradford, UK, the son of Thomas Hinchcliffe and Mary H. Gibbons, and came to Canada in 1890.

[1] Hinchcliffe was named the first rector of St. Luke's Anglican Church in Red Deer, Alberta in 1899.

He was also an architect, master stonemason and carpenter; he drew up plans for the church and supervised most of the construction.
