As a lawyer, Haynes was a Senior Attorney with the Law of Offices of Peter G. Angelos, P.C.

At North Carolina Central University, he earned a Master of Public Administration (cum laude).

He was a member of the House Appropriations Committee where he served as Vice-Chair of the Health and Human Resources Subcommittee.

He served as the Vice Chairman of the Baltimore City Delegation and is the former Vice President of the Legislative Black Caucus of Maryland Foundation (2004–2006) and a member of the Legislative Black Caucus of Maryland.
