[1] Mayor Oscar Goodman had advocated for redevelopment in downtown Las Vegas since taking office in 1999.
[6][11] Goodman praised the mall, calling it "the spark that is going to reignite development in downtown Las Vegas".
[16] The mall's location beside Interstate 15 helped its success, as did free shuttle service from nearby casino properties.
[20] The property is located at the southwest corner of Bonneville Avenue and Grand Central Parkway,[21] at the north end of Premium Outlets.
In 2012, the two companies bought back the land for another expansion of the mall that would include more retailers and an addition to one of the parking garages.
[26] Las Vegas Premium Outlets debuted with 435,000 sq ft (40,400 m2),[11] and included 125 stores,[10] most of which were ready on opening day.
[11] Notable tenants included Armani Exchange, Dolce & Gabbana, Casual Corner, Nike, and Quiksilver.
[33] Construction was underway in March 1992,[34] and the mall opened on November 19, 1993,[35][36][37] targeting both local residents and tourists.
[33] A major expansion was underway in 1996, adding 39 additional retailers in a new connecting structure located south of the original.
The project turned the mall into an upscale sister property to the original Premium Outlets in downtown.
