His Altering (オルタリング, Orutaringu) belt allows transformation into Kamen Rider Agito, a powerful warrior whose abilities evolve with the Wiseman Monolith (ワイズマンモノリス, Waizuman Monorisu).

In his primary Ground Form (グランドフォーム, Gurando Fōmu) with golden armor, he fights hand-to-hand with a calm, focused technique.

When Shouichi learns to channel his fighting spirit, Agito evolves to assume Burning Form (バーニングフォーム, Bāningu Fōmu), which converts Shouichi's fury into power and equips him with the Shining Caliber in the double-bladed Single Mode.

As a member of the Tokyo Metropolitan Police Department's SAUL (ソール, Sōru, Squad Against Unidentified Lifeforms) unit, he becomes Kamen Rider G3 (仮面ライダーＧ３, Kamen Raidā Jī Surī, Generation 3) using the G3 System originally developed to fight the Gurongi, which the M.P.D.

The G3 system features a number of armaments including the GM-01 Scorpion magnum, GG-02 Salamander grenade launcher, GS-03 Destroyer sword, and GA-04 Antoures grappling hook.

After some time struggling against the Lords, Sumiko Ozawa develops the upgraded G3-X (Ｇ３－Ｘ, Jī Surī Ekkusu, Generation 3 eXtension) suit, which is more powerful and features an onboard AI system that assists the operator.

Ryō Ashihara (葦原 涼, Ashihara Ryō), age 20, is a former swimmer who can transform into Kamen Rider Gills (仮面ライダーギルス, Kamen Raidā Girusu), a flawed and unstable form of Agito that fights like a feral animal.

He later receives Koji Majima's Agito power, which grants him the ability to become the evolved Exceed Gills (エクシードギルス, Ekushīdo Girusu).

His brother Masato died in an accident during a snowstorm, with Kino losing his arm in the same event.

The Tokyo Metropolitan Police Department created SAUL (ソール, Sōru, Squad Against Unidentified Lifeforms) to combat unknown threats.
