OPRHP manages lands designated as state parks in New York,[2] with the aims of providing public space for outdoor recreation while conserving natural and cultural resources.

[3] The agency offers the "Empire Passport", which provides unlimited day use vehicle entry to most of New York's state parks and recreational facilities.

The agency's portfolio also includes 28 golf courses, 35 swimming pools, 67 beaches, and 18 museums and nature centers.

Some OPRHP-'owned' parks are managed primarily or in part by other agencies, through lease or partnership agreements.
