Higbie was a member of the New York State Assembly (Suffolk Co.) in 1893, 1894 and 1895.
He was also a member of the New York State Republican Committee.
He died on April 10, 1900, at his home in Babylon, New York, of "heart disease".
He died soon after returning from a local political convention held at Amityville at which he had been elected a delegate to the Republican state convention
