He graduated from the Bukovinian State Medical University and studied at the Kyiv-Mohyla Business School.

Klichuk is a co-founder of the public organisations Inspiring City, Club of Bukovyna Entrepreneurs and Vilna Shpalta.
[3] On 29 November 2020, Klichuk won the election for mayor of Chernivtsi from the United Alternative party.
