[4] Quarm joined the Ghanaian foreign service and was made head of Chancery in Liberia from 1957 to 1958, and Japan from 1960 to 1963.

During the tenure of the then new government (NLC), Quarm was appointed director of the International National Organisations Department of the Ministry of Foreign Affairs.
