The proposal for a second integrated terminal in the southeast of Metro Manila was first submitted in October 2016 by Santa Rosa Mayor Dan Fernandez.

[2] A 9-hectare (22-acre) site on the Biñan–Santa Rosa Access Road was presented to Department of Transportation Secretary Arthur Tugade as an alternative to the Taguig Integrated Terminal Exchange.

[2] It was modelled after an earlier contract signed in January 2016 for the South Integrated Transport System project also involving private investment.
