In 1989, he graduated from the Higher Commercial School at the All-Union Academy of Foreign Trade.

[6] On 27 April 2004, he was appointed assistant to Prime Minister Mikhail Fradkov, Between October 2004 to September 2019, he was General Director of the state shipping company Sovcomflot.

Following his appointment to the position of General Director, Sovcomflot set a course for business development related to the needs of Russian energy companies.

The new investment program allowed Sovcomflot to expand the volume of fleet construction, including at Russian shipyards.
