Tang was a representative of the 13th, 14th, 15th, and 16th National Congress of the Chinese Communist Party.
He was an alternate member of the 14th and 15th Central Committee of the Chinese Communist Party.
From 1962 to 1966 he did his postgraduate work at the Institute of Physics, Chinese Academy of Sciences.
In September 1973, he moved to the Anhui Institute Of Optics and Fine Mechanics, where he successively served as an assistant researcher, associate researcher, laboratory director, and party secretary.
In July 1983, he was appointed party branch secretary of Hefei Institutes of Physical Science, a position he held until May 1990.
