His grandfather was Thomas Chew Hopkins, a member of the Maryland House of Delegates in 1843 and 1865.
He served as a member of the Maryland House of Delegates, representing Harford County, from 1912 to 1914.
[3] Hopkins ran for re-election in 1915, but was defeated by Thomas H. Ward by a margin of 10 votes.
Hopkins lived at Gover's Hill in Havre de Grace, Maryland.
