Beginning in 1899, he practiced medicine during 32 years in the Saint-Roch neighbourhood in the town of Québec.

[1] His two-year term of office was due to end in March 1928, but in the autumn of 1927 Valmont resigned and, on November 29, 1927, the city council appointed him as the director of the municipal Hygiene service and of the Hôpital civique.
(Officially, he left office as mayor on December 7, 1927, after the nomination of his successor).
He was succeeded by Télesphore Simard, who was chosen by the city council for completing the remaining months of the mayoral term of office.
