From 2000 to August 2001, Basargin was the Head of the Office of the Plenipotentiary Representative in the Ural Federal District.
[5] On 28 April 2012, Basargin was dismissed from the post of Minister of Regional Development and was appointed acting Governor of the Perm Krai.

Navalny published a copy of the letter on 3 September 2010, at that time Basargin was the head of the Ministry of Regional Development.
In it, the Deputy Chairman of the Government of Russia asks Basargin to terminate the contract for the sale of the building, since it contains violations of the law.
[17][18] On 6 February 2017, Basargin filed an application for early resignation of the governor, and announced that he would not participate in the gubernatorial elections in September 2017.
