Planned to be 1,021 feet (311.2 meters) tall, it will be a mixed-use building with residential, office, and hotel space.

Waterline will displace the Chase Tower in Houston, which stood as the tallest building in Texas for over 40 years, longer than any building in Texas history.

Waterline is bordered, on the east, by the Rainey Street Historic District and on the west by Waller Creek.
