He was counsel to Governor Lloyd Stark in the Kansas City criminal investigation from 1938 to 1939.

He was a United States Naval Reserve Lieutenant from 1944 to 1947.

He was special assistant to the director of Economic Stabilization Commission of the United States from 1945 to 1946.

[1] Becker was nominated by President John F. Kennedy on August 21, 1961, to a seat on the United States District Court for the Western District of Missouri vacated by Judge Albert Alphonso Ridge.

His service was terminated on February 2, 1992, due to his death in Columbia.
