[12] On 8 December 2022, Qasymbek was appointed as the äkim of Astana under presidential decree by Kassym-Jomart Tokayev, succeeding Altai Kölgınov who previously held the post.
[13][14][15] Upon his appointment, Qasymbek in his Instagram page expressed his commitment to enhancing the Astana's infrastructure, social services, and living conditions, inviting residents to share their ideas for development.
[16] Qasymbek met with President Tokayev on 13 December 2022, where he presented a report to on Astana's socioeconomic and infrastructural development, including updates on key construction projects and progress in gasification and support for businesses.
[17] Qasymbek pledged that construction of Astana Light Metro will be completed within the "next two or three years", noting the issue with project financing.
[18] According to Qasymbek, more than 47,000 residents of Astana were on waiting list for social housing, which half of them were large families, urging the need to solve the problem.
