José Ramón de Loayza Pacheco (26 July 1751 – 8 November 1839) was a Bolivian general and politician who served as the first vice president of Bolivia from 1828 to 1829.

In 1781, during the indigenous uprising of Túpac Katari, he was appointed captain of the rifle company, later commander for the defense of the Yungas province fortified in Irupana, resisting the rebels sieging La Paz until their pacification.

As mayor, he contributed to the construction of the public jail, founded the women's hospital at his own expense, and did the same in the city of Cochabamba before emigrating to Chile.

When the Peruvian army, under the command of general Agustín Gamarra, occupied the city of La Paz, Loayza, supported by the invaders, deposed the prefect Baltazar Alquiza, dismissing the authorities.

During the administration of President Andrés de Santa Cruz, Loayza was rehabilitated in his public life, being appointed deputy for La Paz.
