The village and town are named after Leicester Phelps, an early inhabitant.
The Delaware, Lackawanna & Western Railroad Station was added to the National Register of Historic Places in 2005.

According to the United States Census Bureau, the village has a total area of 0.35 square miles (0.9 km2), all land.
The northern border of the village is Beards Creek, an east-flowing tributary of the Genesee River.
