During the drafting of this Constitution, the Social Democrats and Lithuanian Popular Peasants' Union proposed to abolish the presidency, to introduce the election of judges, to separate the Church from the State, and to guarantee the freedom of strikes.
The Christian Democrats were in favour of the presidency, opposed the election of judges and other more liberal ideas, and wanted to give more privileges to the Church.
