The Uganda National Council for Higher Education (UNCHE) is a semi-autonomous government regulatory agency, responsible for the regulation of higher education in Uganda, the third-largest economy in the East African Community.

UNCHE's main role is to license new universities and other institutions of higher learning in Uganda.
The agency is also responsible for monitoring the performance of the institutions that it licenses, to ensure that they maintain the standards, if satisfactory, and remedy those aspects, where improvement is needed.
[4] The current chairman of the board of directors, effective 22 March 2019, is Professor Elly Katunguka, the Vice Chancellor of Kyambogo University.
