Ba Dai was born in Hejing County, Xinjiang, in 1930, during the Republic of China.
After the Cultural Revolution, in 1977, he was promoted to become vice chairman of Xinjiang Uygur Autonomous Region.
He served as vice chairperson of the National People's Congress Ethnic Affairs Committee from 1983 to 1988.
He was chairman of the Xinjiang Regional Committee of the Chinese People's Political Consultative Conference in 1988, and held that office until 1993.
